In order to ensure the safe use environment and rights of users in the cyber-security field, experts are tasked with identifying and defending various attacks on the information and communication network by using information technology based mainly on cryptographic technology. The technology they have at work is what we commonly call the expertise in hacking, and the information they want to protect requires protection that can cause social and economic problems if it is breached or leaked. Given this, cyber security professionals need a professional ethic of their own information and technology. Traditionally, there are legal and medical sectors that are called for strong work ethics. In these areas, the Korean Bar Association has prepared the Korean Bar Association's Code of Ethics, the Korean Medical Association's Code of Ethics, and the Korean Medical Association's guidelines on ethics, which have been agonizing over the ethical behavior and judgment that they should have in the professional field, and through the process of acquiring expertise in their specialties after a considerable period of education and training, they are promoting ethical competence in the professional field. On the other hand, cyber security professionals’ ethical competence to cope with business ethical dilemmas is considered to be very insufficient, which is due to the lack of preparation for the educational system, which can be called the professional training process. Compared to the fields of law and medicine, experts in the field of cyber security lack the opportunity to have a normative interpretation of ethics that suits the social ramifications given the social influence or importance of the technology. In this view, this paper tries to draw up implications by comparing them with similar cases by looking at the current status of cybersecurity ethical education at domestic and abroad to propose the needs, roles and contents and methods of cyber ethics education in higher education courses.
